How to tell if transmission-daemon is downloading watch files

I can access the web interface on the server and transmission-daemon looks running well, but I cannot access it from the network. You’ll see the below screen. So here you’ll check the Enable Remote Access box. This will turn on the Web Interface.
I have a machine running Ubuntu server with transmission-daemon running to handle bitorrents. Everything works fine except the transmission-daemon creates files as the user/group, debian-transmission, and with file permissions. I would like to be able to delete and move these file from a samba share. Transmission is designed for easy, powerful use. Transmission has the features you want from a BitTorrent client: encryption, a web interface, peer exchange, magnet links, DHT, µTP, UPnP and NAT-PMP port forwarding, webseed support, watch directories, tracker editing, global and per-torrent speed limits, and more. I am using transmission-daemon and controlling it through the webgui. Currently I have two torrents from separate trackers that are on 0B of OB status. I am using transmission. On one torrent at last announce it says "got 50 peers" the other "got 48 peers." port is listed as open.
Actually (before all the advocates of "re-verify after finishing downloading" start yelping) the problem could be reproduced with Transmission if you download 2 torrents with almost the same content (i.e. they share the same directory and files, but one has more files than the other), some files (pieces actually) will check fine, others will.
